qos auto voip 稳定解决（thanks itdxgzz兄弟）
I方案试验初步成功，具备可行性，明显较G方案更为：
1）feature支持更广泛
2）内存cpu消耗极小
下一步：
明日正式切换到I方案开始趟第二遍
